Which one is preferable? Embryo with surrogate pregnancy or a baby with no pregnancy?

The situation is like this. A woman is unable to conceive. The couple tried in-vitro fertilization, but failed... may be there is a problem with her egg or the sperm of her husband. So they concluded... they cannot have a baby genetically related to them. Now there is a choice...adopt an embryo or a baby..which one they should prefer?
