Brake problem 96 4 runner limited?

The fronts brakes were done recently but the rotors warped so I put on new ones.I loosened the bleeder screw and moved the pistons back in a little to allow the new pads to fit.I couldn't get the pedal height to were it should be and it feels like the fluid is by ping something.The brakes work but not right.So I put on new callipers and it is the same problem and I bled them.I took it to a garage and they said they bled them and the brakes are okay but there not, the pedal is still going too far down.
